The state has positioned itself as a regional refuge for transgender families, passing protective legislation in 2023. Roughly 4,800 transgender teens aged 13-17 currently reside in New Mexico, and the state's Medicaid program covers 41.4% of residents — the second-highest rate nationally. New Jersey recently announced similar protections through a new shield law.
This decision could create a two-tier healthcare landscape where access to gender-affirming care depends on geography and state resources. Families in states without such protections may face difficult choices about relocation, while New Mexico's approach may strain state budgets over time.
