UN Leadership Contest Opens With Eight Candidates, P5 Veto Power Looms
The race to replace António Guterres as UN secretary-general has begun, with eight candidates vying for the role. A former UN diplomat noted that the five permanent Security Council members will decide whether they want a hands-on peacemaker or a manager of great-power interests. The selection comes as the UN faces challenges to its relevance amid global conflicts and criticism from its largest sponsor, the United States.
The selection process is already underway, with two informal straw polls conducted among the Security Council's 15 members to gauge whether any of the five permanent members might veto a candidate. These early votes help narrow the field before formal balloting begins, though the process remains opaque and subject to backroom negotiations among the P5.
Funding dynamics add another layer of pressure. The United States contributes roughly 22 percent of the UN's core budget, while China's share has climbed from 1 percent in 2000 to about 20 percent today. China also funds over 23 percent of peacekeeping costs, just shy of the US share at 26 percent, giving both nations significant financial leverage over the next secretary-general's agenda.
This leadership contest could shape how effectively the UN responds to global crises for the next five years. If the P5 selects a cautious manager, the institution may continue losing relevance as regional mediators step in. Conversely, a more assertive secretary-general could restore some credibility but risk clashing with powerful member states. Governments, NGOs, and populations in conflict zones all have a stake in whether the UN remains a credible neutral arbiter or becomes increasingly sidelined in international diplomacy.
