The exchange unfolded at the Seoul Defence Dialogue, where a military attaché from the Chinese embassy passed a handwritten memo to a forum staff member for delivery to the Philippine defense secretary. Teodoro read the note aloud, which contained Beijing's assertion that the 2016 South China Sea arbitration award was legally void.
Beijing's foreign ministry spokesperson responded by accusing Manila of engaging in theatrics and falsehoods, warning that such actions jeopardize bilateral ties and regional tranquility. Teodoro also criticized the delivery method as disrespectful to the South Korean hosts.
