IAEA board refers Iran to UN Security Council over nuclear probe

The action stems from an ongoing IAEA inquiry into uranium particles found at locations Iran has not declared. While Western nations suspect these traces relate to a covert weapons effort halted in 2003, Tehran insists its atomic activities are strictly civilian. The referral could trigger sanctions, though Russian and Chinese vetoes likely block any punitive measures.
