Hong Kong Urged to Develop Population Strategy for Northern Metropolis

The Northern Metropolis is projected to accommodate 2.5 million people and generate 650,000 jobs. Demographic data shows a fertility rate of just 0.7 to 0.8, with residents aged 65 and above comprising roughly 24 percent of the total. Meanwhile, the 15-to-34 age bracket lost 285,900 individuals over a seven-year period ending last year.
Talent admission initiatives launched in 2022 have processed over 410,000 approvals, including about 300,000 mainland applicants and 110,000 from other regions. These individuals are entering fields like finance, technology, and trade, and are increasingly acting as permanent residents who require schools, medical facilities, and transport infrastructure.
A comprehensive population strategy could significantly influence how the Northern Metropolis evolves, affecting both long-term residents and newly arrived talent. By aligning policies with cross-border mobility, the government may improve housing, education, and healthcare delivery in the region. This approach could also ease integration with Shenzhen, though it might place additional pressure on local infrastructure. Existing communities may experience shifts in demographics and service needs, while newcomers could gain better access to essential amenities, fostering a more cohesive society.
