Repeal of Roadless Rule Could Open Pristine Midwest Forests to Logging

The U.S. Forest Service has proposed rescinding the 2001 Roadless Rule, which would open nearly 59 million acres of protected forest to road construction and timber harvesting. Michigan's Norwich Plains, a wilderness area in the Upper Peninsula that provides habitat for gray wolves and American martens, would be directly affected. Environmental advocates argue the move contradicts the government's own wildfire reduction goals.
The 2001 Roadless Rule currently shields roughly 58.2 million acres of national forest nationwide, yet only about 512,000 of those acres sit in the Midwest—a disparity stemming from intensive logging that stripped the region between the mid-1800s and early 1900s. Michigan's Norwich Plains, spanning roughly 4,300 acres within Ottawa National Forest, represents one of the few remaining unbroken tracts, supporting species such as eastern gray wolves and American martens alongside beaver ponds and trout streams.
The USDA's repeal effort has drawn substantial opposition, with more than 600,000 public comments submitted during an initial 21-day window. After 22 Midwest groups requested a 120-day extension, the agency extended its current comment period by 15 days, now closing Oct. 6. The draft environmental impact statement accompanying the proposal has drawn criticism from experts who say it inadequately addresses consequences.
This repeal could reshape land management priorities across the Upper Peninsula and beyond, potentially affecting recreation economies, wildlife corridors, and tribal interests that depend on intact forest ecosystems. If logging and road construction proceed, habitat fragmentation may threaten already vulnerable species and alter wildfire dynamics in ways that contradict the government's stated safety goals. Communities reliant on outdoor tourism could face economic shifts, while timber interests may gain new access to resources. The outcome may signal broader federal direction on public lands management.
