EPA Abandons Carbon Capture Mandate for Fossil Fuel Plants
The Trump administration's EPA has removed rules requiring coal and natural gas plants to capture 90% of their greenhouse gas emissions. The move is part of a deregulation effort that the EPA claims will save $310 billion, while climate scientists argue it will harm public health and accelerate climate change. EPA Administrator Lee Zeldin stated the action aims to lower electricity prices and boost American energy.
The repealed mandate required fossil fuel plants to capture 90 percent of their carbon emissions, a standard established under the previous administration. The EPA's own data identifies power plants as the largest stationary source of greenhouse gases in the country, having emitted over 1.4 billion metric tons of carbon annually despite a steady decline since 2011.
The action follows the February reversal of the "endangerment finding," a 2009 determination that six greenhouse gases threatened Americans' health and welfare. That finding had its roots in a 2007 Supreme Court decision permitting the EPA to regulate such gases under the Clean Air Act. Zeldin himself acknowledged during his confirmation hearing that these gases trap heat and contribute to climate change.
This rollback could affect every American through higher long-term costs, as unchecked emissions from power plants may accelerate climate-related disasters, raising insurance premiums and straining public health systems. Communities near coal and gas facilities could face increased exposure to pollutants, while ratepayers may see short-term savings on electricity bills. The decision may also weaken U.S. credibility in international climate negotiations, potentially isolating the nation as other countries pursue stricter emissions targets.
