Arm launches cross-industry initiative to unify physical AI development

Arm Holdings has introduced Arm Total Design for Physical AI, a program uniting over 80 companies across the physical AI stack to improve collaboration and interoperability. The initiative also includes a Robotics Capability Framework aimed at establishing a common language for defining robotic capabilities. Arm hopes to reduce fragmentation in the robotics sector by fostering partnerships among hardware, software, and AI model providers.
The initiative spans the full physical AI stack, from silicon and cloud providers to actuation, sensing, and software framework companies. Arm's O'Driscoll noted the program draws on lessons from building a similar collaborative community in cloud computing, where the company identified a comparable gap in cross-company cooperation.
The Robotics Capability Framework proposes six levels of robotic sophistication, ranging from fixed-rule reactive machines to systems with evolving, self-optimizing behavior. Arm is inviting industry feedback and expects the framework to evolve through ecosystem collaboration rather than being imposed unilaterally.
This initiative could help reduce fragmentation in an industry where completed systems often combine components from many vendors. If the framework gains traction, it may give buyers and regulators a clearer way to compare robotic capabilities, potentially accelerating adoption in logistics, manufacturing, and service sectors. However, its impact depends on whether major players beyond the initial 80 members choose to participate.
