China's Power Sector Leaks Potent Greenhouse Gas, Analysis Finds

China's electric utilities are the world's largest source of sulfur hexafluoride (SF6), a greenhouse gas 24,300 times more potent than carbon dioxide. Despite official claims of 90% recycling, an Inside Climate News analysis estimates the actual rate is only 30%. Raising recycling to 90% would cut emissions by nearly a third at an annual cost of about $6 million.
Sulfur hexafluoride functions as an electrical insulator in high-voltage equipment, preventing dangerous arcing in circuit breakers. The gas persists in the atmosphere for roughly a millennium, making its release especially consequential. China's state-owned utilities—State Grid Corporation and China Southern Power Grid—supply electricity to nearly the entire nation.
The analysis indicates that boosting recycling rates from an estimated 30 percent to 90 percent would capture roughly 1,400 metric tons of SF6 annually. This reduction would cut China's total emissions of the pollutant by nearly one-third. The estimated $6 million annual cost represents a tiny fraction of the $70 billion invested in China's electric grid each year.
This story could sharpen international scrutiny of China's climate commitments, particularly as the country expands its grid alongside renewable energy growth. Utilities worldwide using SF6 may face renewed pressure to adopt alternative insulating technologies. The relatively low cost of remediation suggests economic barriers are not the primary obstacle, which could intensify calls for regulatory action both within China and globally.
