The pact, finalized earlier this year, will be formally signed in Manila this November. Its core challenge is unifying rules for data, payments, and AI across 11 distinct economies, from Singapore's advanced hub to Timor-Leste's small island market. Currently, businesses face separate regulatory hurdles in each nation, a burden that disproportionately affects smaller firms.
Economic projections are substantial. A 2025 benchmark placed the region's digital economy above $300 billion in gross merchandise value. With DEFA in place, ASEAN estimates a potential $2 trillion by 2030, up from a baseline of $1 trillion. This growth is underpinned by a demographic shift, with over 112 million people expected to join the middle class by 2032, driving demand for safer digital services and capital access.
For small businesses and entrepreneurs across Southeast Asia, DEFA could lower the cost of cross-border expansion, turning a single-market operation into a regional one. Consumers may benefit from more consistent protections against fraud and safer digital payments. However, the agreement's success hinges on implementation; if rules are applied unevenly, it could widen the gap between large firms and smaller players, or create friction between member states with differing digital maturity. The broader signal is that regional integration remains a viable path to growth.
