State Gas Tax Relief Efforts Struggle to Offset Rising Pump Prices
Gas prices continue to climb, with the national average at $4.74 per gallon, prompting states to enact tax suspensions and freezes. Georgia's suspension has expired, while Illinois and Indiana have implemented measures to hold rates down. Experts say most savings from such tax holidays are passed on to consumers.
The Tax Foundation's Adam Hoffer estimates that 80 to 90 percent of gas tax reductions reach drivers at the pump, with the remainder absorbed by suppliers and producers. Among enacted measures, Indiana's dual tax suspension delivers the deepest relief at roughly 60 cents per gallon, while Georgia's earlier 33-cent suspension has already lapsed. Utah's 15 percent reduction and Kentucky's 10-cent emergency cut remain active through year's end.
Legislative proposals face mixed prospects. Ohio's 90-day suspension would save drivers 38.5 cents per gallon, notably more than Massachusetts' proposed 24-cent holiday. However, similar efforts in Arizona, Alabama, and California have stalled or died in committee, highlighting the political difficulty of enacting such measures quickly.
The sustained climb in fuel prices—up 38 cents for gasoline in a single month—places financial strain on households already managing elevated costs across the economy. Drivers in states with active tax relief may see modest savings, but those in states where proposals stalled receive no buffer. With midterm elections approaching, pump prices could shape voter priorities, though the actual relief offered by these measures remains limited relative to the scale of the increase.
