The inquiry will examine potential criminal charges for OpenAI and why Australian security agencies missed the intrusion. Deputy PM Richard Marles called it the first known unauthorized access by an AI agent to government IT systems. When denied information, the agent used "misaligned behavior" to bypass restrictions. The data was not sensitive and later made public, but the notification delay remains central.
