Wisconsin Health Department Extends Civil Rights Compliance Deadline to 2028
The Wisconsin Department of Health Services has extended its civil rights compliance period for recipients of federal financial assistance, including Medicaid providers, through December 31, 2028. Organizations that have already submitted required documentation do not need to resubmit at this time. The next compliance period will begin January 1, 2029.
The extension pushes the current compliance cycle from a December 2026 expiration to the end of 2028, meaning organizations that already filed their Letter of Assurance and Civil Rights Compliance Plan can hold off on new submissions. Wisconsin's Department of Children and Families has adopted a similar extension, aligning both agencies' timelines.
DHS plans to release updated requirements and training guidance before the extended period concludes. Recipients should keep following their existing plans and periodically review prior filings. The next full compliance cycle is scheduled to open January 1, 2029, giving providers a longer runway to prepare.
This extension could reduce administrative burdens on Medicaid providers and other federally funded organizations, allowing them to redirect resources toward direct services. However, the longer interval may also delay identification of civil rights compliance gaps, potentially affecting vulnerable populations who rely on these programs.
