EU and EIB Launch Framework to Unlock Capital for Tech Startups

The European Commission and the European Investment Bank Group have introduced a voluntary pact to encourage institutional investors to fund EU-based technology startups and scale-ups. Thirteen investors have already committed to invest through existing EU funds. The initiative is part of the broader Startup and Scaleup Strategy aimed at reducing regulatory and investment barriers.
The pact operates through two coordinated mechanisms: a Policy Dialogue Forum where the Commission will consult institutional investors on regulatory and investment policy, and an EIB Group investment platform designed to connect investors with vetted opportunities. The 13 founding signatories will channel capital through existing vehicles, including the European Tech Champions Initiative 2.0 and the Scaleup Europe Fund, both supported under the InvestEU programme.
The initiative sits within the Startup and Scaleup Strategy, which spans 26 strategic actions covering regulatory simplification, funding access, market uptake, talent attraction, and infrastructure. Ten actions are already fully delivered, with most expected to conclude by year-end. The framework responds to a persistent pattern in which EU-founded companies relocate abroad to secure growth capital, weakening the bloc's competitive position against the US and China.
This initiative could meaningfully alter Europe's innovation trajectory by keeping high-potential startups within the bloc rather than losing them to overseas markets. If institutional capital flows materialize as intended, European founders may gain the patient, long-term funding needed to scale domestically, potentially strengthening local job markets and reducing dependence on foreign technology platforms. However, the pact's voluntary nature means its success depends on sustained investor commitment, and broader societal benefits—such as economic resilience and technological sovereignty—may only emerge gradually across multiple funding cycles.
