China Opens 15 GW Solar Module Tender, Polish Offshore Wind Infrastructure Advances
China Energy Engineering Corporation launched a centralised procurement tender for an estimated 15 GWp of photovoltaic modules for its 2026 project programme, signalling massive solar deployment. Ocean Winds started construction of an operations and maintenance base for its 390 MW BC-Wind offshore project in the Polish Baltic Sea. Poland's transmission operator PSE secured the building permit for the final section of a 400 kV line that will carry Baltic offshore-wind electricity into the national grid.
The Chinese tender consolidates module purchasing across multiple projects, a strategy that lets large developers negotiate better terms and standardize equipment specifications. At 15 GWp, the order volume rivals the annual solar additions of entire national markets, underscoring how centralized procurement amplifies China's manufacturing scale and competitive pricing dynamics.
Poland's Baltic offshore wind build-out advances on two fronts: Ocean Winds' O&M base for BC-Wind provides permanent operational infrastructure for technicians and vessel coordination, while PSE's transmission permit clears the way for power evacuation from new wind farms. Separately, the Nordergründe PPA in Germany gives InCommodities access to roughly 111 MW of offshore production, adding a commercial layer to the region's renewable expansion.
