Egypt Expands Nile Basin Role Through Hydropower and Water Investment
Egypt is seeking financing for 36 hydropower, electricity, and water projects in the southern Nile Basin, presenting them as mutually beneficial. Cairo points to the Julius Nyerere Dam in Tanzania and the Grand Fula Dam in South Sudan as examples of cooperation. Experts say such projects can advance Egyptian foreign policy and Nile water security while giving basin states development gains.
Cairo is soliciting backing for 36 initiatives spanning power links, transmission infrastructure, water provision and multipurpose facilities across the southern Nile Basin. The region's upstream states include Burundi, Congo, Kenya, Rwanda, South Sudan, Tanzania and Uganda; together with Ethiopia, Sudan, Egypt and Eritrea they form the wider Nile Basin.
Water minister Hani Sewilam said Egypt endorsed funding efforts after reviewing the plans, sharing data, evaluating effects and consulting partners. Tanzania's Julius Nyerere dam, opened in late August, was constructed by Egyptian firms over five years, with 1,700 Egyptian specialists in a workforce of roughly 12,000. Cairo also backs South Sudan's Grand Fula dam.
Expanded hydropower and water projects could affect households, farmers, businesses, and workers across Nile Basin states. New dams and transmission links may improve electricity access and irrigation reliability, while creating construction and engineering jobs for local and Egyptian personnel. Closer cooperation may reduce regional friction over shared water, though benefits depend on financing, governance, and environmental safeguards. Downstream communities could gain from more predictable coordination, but any project's social impact may vary by location and implementation.
