Danish intelligence warns of more Russian hybrid attacks and rising limited-strike risk
A Danish intelligence assessment warns that Russia will likely step up hybrid attacks against NATO countries in the coming months, including cyber and sabotage operations. The report says the chance of a limited Russian military strike on one or more NATO states remains low but is rising, possibly through long-range attacks on Ukraine-support infrastructure. It also cites recent incidents in Europe, including a Russian frigate firing flares at a Danish military helicopter.
Denmark’s DDIS published a nine-page threat assessment focused on Europe’s worsening security climate. It expects Moscow to expand hybrid operations against Western and NATO states, potentially causing more serious damage than before. The report identifies cyber strikes capable of disrupting essential services and sabotage with a high chance of injuries.
The assessment says a limited Russian military strike on NATO territory remains unlikely but is becoming more plausible. It describes possible isolated long-range attacks on Ukraine-support infrastructure, with Moscow perhaps blaming Ukrainian jamming. DDIS also highlighted a Sept. 14 incident in which a Russian frigate launched flares at a Danish military helicopter, calling it the most serious example of aggressive Russian behavior toward NATO forces in the Baltic Sea.
The warning could heighten vigilance among NATO governments, militaries, and operators of critical infrastructure, especially in Baltic and defense-industrial sectors. Citizens may see tighter security at ports, bases, and utilities, while cyber defenses and public communication may receive more attention. If hybrid incidents increase, public anxiety and demands for coordinated allied responses may rise, though the report’s low-but-growing limited-strike risk suggests most daily life would likely continue unless an attack causes significant disruption.
