Kalshi established its Volume Incentive Program in 2023 with the stated aim of boosting trader participation and enhancing market pricing efficiency. Under the arrangement, participating traders received portions of reward pools proportional to their trading activity. The exchange has now filed notice with the CFTC that this rewards structure will cease operations by mid-October, accelerating a sunset date originally scheduled for late 2027.
The scrutiny centers on trading patterns in Kalshi's ether perpetual futures contracts, where investigators documented recurring transactions clustered around the $5,500 mark. These standardized trades, concentrated over roughly one month, generated more than $5 billion in reported volume. Market analysts have questioned whether such mechanical trading patterns represent genuine market activity or potentially problematic circular trading incentivized by the reward structure itself.
