Utah Executive Order Sets AI Safeguards and Training for State Agencies

Utah Gov. Spencer Cox signed an executive order to further the state's Pro-Human AI Initiative. The directive tasks agencies with protecting privacy, maintaining human oversight, and developing AI literacy training for state employees. It also assigns the Department of Government Operations and other offices to create standards, safeguards and efficiency improvements for AI use.
Utah’s order, EO 2026-08, applies to executive-branch bodies such as the State Tax Commission, National Guard, and Board of Pardons and Parole. It builds on earlier state steps: an AI Center of Excellence launched in 2018 and an Office of AI Policy created in 2024. Officials say AI has already saved time in state operations.
The directive assigns the Department of Government Operations to pursue efficiency gains, cybersecurity protections, and digital-credential standards. Technology Services and Human Resource Management must jointly prepare AI literacy training, including specialized instruction for agency AI leads. Agencies must share information, explain AI use publicly, and evaluate beneficial applications. A first annual report is due July 1, 2027.
The order may affect state employees, agencies, and residents interacting with government services.
