ICE Explores AI Tool to Monitor Detention Communications and Behavior

U.S. Immigration and Customs Enforcement has issued a request for information about an AI platform that could combine phone calls, messages, video visits, camera footage, and other records from immigration detention facilities. The draft work statement says the system would create voice profiles, interpret language, and map detainees' contacts and movements. The request is an early market inquiry and does not guarantee a contract or final requirements.
ICE published the request on SAM.gov as a market research step, not a solicitation. The draft performance work statement envisions linking calls, messages, video visits, camera events, housing and movement records, and investigative files into one searchable system. It says existing recorded calls could generate voice profiles without detainee cooperation or added recording equipment.
The draft also describes alerts for voice mismatches, coded or shifting language, fights, withdrawal, unusual gathering or movement, and possible self-harm. Findings would require human review and could not alone justify enforcement or punishment. ICE's standard contract terms further restrict using the technology to forecast behavior or emotions for discriminatory or unlawful ends.

If developed, this capability could affect detained immigrants and their outside contacts, since calls and messages may be analyzed and voices matched across accounts or facilities. Relatives, friends, and legal callers might face greater scrutiny or uncertainty about confidentiality. Detention staff could receive more alerts, potentially changing daily operations. Because the request is exploratory and requires human review, actual effects remain uncertain, but the proposal may intensify debates over privacy, oversight, and how surveillance tools are used in immigration detention.
