China Unveils Policy Blueprint for National Blockchain and Computing Networks
China has proposed a national blockchain network and an integrated computing network as part of 19 measures to expand technology-driven industries and digital infrastructure. The policy, published by Xinhua on Oct. 9 and issued by the Communist Party and State Council, also covers data ownership, transactions, and cross-border data transfer mechanisms. It includes support for smart manufacturing, industrial internet projects, and private investment in emerging technologies.
The blueprint, released by Xinhua on Oct. 9 and backed by the party’s central committee and the State Council, contains 19 steps. It pairs a nationwide blockchain system with a unified computing grid, while promoting smart factories, industrial internet efforts and the East Data, West Computing initiative.
It also outlines rules for data ownership, trading, rights distribution and safeguarding economic interests, plus trials treating data as an economic resource. Financing measures aim to draw private capital into emerging sectors and spread investment risk. Separately, Guangdong’s draft free-trade plan for 2026–2030 included cross-border digital yuan tests, and the PBOC later raised digital yuan operators from 22 to 30.
