Brazil Election Judge Reinstates Pro-Lula WhatsApp Channel

Brazilian electoral court inspector-general Ricardo Villas Bôas Cueva overturned the suspension of a pro-Lula WhatsApp channel on the afternoon of 11 October. Earlier that day, Superior Electoral Court president Kassio Nunes Marques had ordered WhatsApp to suspend the channel. The channel, Exército do Lula, has more than 3.4 million members and may operate provisionally until the full court rules.
Ricardo Villas Bôas Cueva, the electoral court’s inspector-general and case rapporteur, provisionally restored the “Exército do Lula” WhatsApp channel. TSE president Kassio Nunes Marques had suspended it earlier that Sunday. Created by federal deputy André Janones of Rede Sustentabilidade, it has over 3.4 million members and may operate until the full court rules.
Flávio Bolsonaro’s campaign requested the ban, alleging falsehoods about Bolsa Família and pensions. Nunes Marques said the channel repeated content already found false. Cueva ruled that a full-channel suspension needs proof the conduct was widespread and repeated, and that milder steps against individual posts must first prove inadequate. He considered the suspension premature before evidence gathering concluded.
The dispute may affect how millions of Brazilian voters receive campaign messages on WhatsApp, especially those in the channel and others exposed to forwarded content. It could shape trust in electoral courts and platform enforcement, as rival campaigns watch whether provisional access lasts. With the runoff approaching, any change in reach for pro-Lula or pro-Bolsonaro messaging may influence voter perceptions, though the court’s final ruling and actual audience effects remain uncertain.
