Texas prosecutor alleges ICE agent deliberately ran over immigrant, cites lack of federal cooperation

Harris County District Attorney Sean Teare said video evidence shows an ICE officer intentionally ran over Miguel Parra Hernandez during an immigration stop, which could support an aggravated assault charge. Teare said federal officials are not cooperating with the local investigation and that ICE may have allowed data from the vehicle to be erased. ICE has denied that its agent intentionally struck the man.
Harris County District Attorney Sean Teare said his office and the Harris County Sheriff’s Office have gathered several videos of the Saturday immigration stop involving Miguel Parra Hernandez. Teare said the footage appears to show the ICE officer deliberately striking and running over Parra, conduct that could be charged as aggravated assault with a deadly weapon in Texas.
Parra, 48, suffered numerous fractures and underwent leg surgery, with more procedures expected, according to his attorney and Cesar Espinosa, an advocate with FIEL. Teare also said federal authorities have not cooperated and that ICE may have permitted deletion of data from the vehicle. ICE has denied intentional striking.
This case could intensify scrutiny of federal immigration enforcement and local-federal cooperation in Harris County. Immigrant communities may feel greater fear or distrust, while local investigators could face obstacles if federal evidence remains unavailable. The injured man and his family may confront a long recovery and uncertain legal path. Depending on how the allegations are resolved, the dispute could affect public confidence in ICE, local prosecutors, and accountability mechanisms for future immigration stops.
