Mamdani administration opens 90-day amnesty for select building fines

New York City has introduced a limited amnesty program that lets property owners reduce penalties tied to certain longstanding building violations. The initiative, called “Debt Demolisher,” offers as much as 75 percent off fines from the Department of Buildings and other agencies. Landlords, small business owners, and homeowners have 90 days to settle eligible city debt and avoid future Environmental Control Board penalties or Department of Finance tax liens, though not all violations qualify.
New York City has opened a 90-day relief window for owners to settle certain older building-related penalties at a reduced amount. The initiative, called “Debt Demolisher,” can lower qualifying fines by as much as 75 percent. Those fines originate with the Department of Buildings and other city agencies.
Landlords, small business owners, and homeowners are among those eligible. Settling covered city debt during the 90 days is intended to help them avoid later Environmental Control Board penalties or Department of Finance tax liens. Not every violation is included.
Property owners with older fines could gain relief if they act within the 90-day period, potentially reducing costs for some landlords, small businesses, and homeowners. That may make it easier to clear debt and avoid liens or additional penalties, though the limited scope means many violations may remain unaffected. The wider effect could depend on participation and whether the discount leads to faster resolution or only temporary financial breathing room.
