White House Press Secretary Faces California Bar Complaint

A liberal ethics group has asked the State Bar of California to investigate whether new White House press secretary Katie Zacharia falsely presented herself as a licensed lawyer. The complaint cites her claimed roles as outside counsel to the World Bank and International Finance Corporation and general counsel to a nonprofit tied to Ric Grenell. Zacharia has a law degree but reportedly never passed a state bar exam, and she said she passed the bar in China when asked.
The Campaign for Accountability, a liberal ethics nonprofit, asked California’s state bar on Wednesday to examine whether Katie Zacharia misrepresented herself as a lawyer. The complaint points to her described roles as outside counsel for the World Bank and International Finance Corporation and general counsel for a California nonprofit led by Ric Grenell.
Zacharia holds a Pepperdine law degree, according to her LinkedIn profile, but reporting cited in the complaint says she never passed a state bar exam. Asked where she had passed, she said “in China.” Her résumé also lists work at Beijing’s Zhong Lun firm from 2011 to 2013.
The complaint could intensify scrutiny of credential vetting for senior federal communications roles and may affect public trust in White House statements. Journalists and voters may use the dispute to question the administration’s transparency, while legal regulators could face pressure to clarify rules on holding oneself out as counsel. If unresolved, it may distract from policy messaging and shape how future appointees document professional qualifications.
