Cardano treasury weighs $5M tokenized copper proposal from Toto Finance

Toto Finance is asking Cardano’s community treasury for 22 million ADA, about $5 million, to create a tokenized copper reserve. The plan would spend roughly two-thirds of the request on COMEX Grade 1 copper cathodes and the rest on technology, custody, insurance, and oversight. Under the proposal’s own assumptions, copper would need to gain about 49.4% for the treasury to break even.
Toto Finance, a Delaware firm tokenizing physical commodities, proposes a Cardano Strategic Copper Reserve. It seeks 22 million ADA, about $5 million. Roughly 14.72 million ADA would buy COMEX Grade 1 copper cathodes; the rest covers technology, custody, insurance, and oversight. CuTT tokens would each represent one pound, stored near New Orleans and sold after 18–24 months.
Toto pledges net sale proceeds and unused funds back within 36 months while keeping commercial rights to its separately funded tokenized-copper business. Voting runs epochs 661–668, expected to close around Nov. 15, 2026, and would consume over half of Cardano’s remaining 42.6 million ADA withdrawal allowance. Toto launched a tokenized precious-metals marketplace in 2023 and has Cardano Foundation Accelerator backing.
If approved, the proposal could affect ADA holders by tying community funds to copper-price risk, potentially reducing resources for other ecosystem projects. It may also signal whether tokenized real-world assets gain credibility, influencing investors and commodity-token platforms. Local warehousing, custody, and insurance providers near New Orleans could see modest activity, while broader consumers are unlikely to feel direct effects unless such models scale.
