CrossBar 20K listings in Pennsylvania raise questions about PMTA coverage

Four CrossBar 20K variants appear in Pennsylvania’s ENDS product directory with a reported 13 mL liquid capacity and a claimed 20,000-puff maximum. The entries raise uncertainty about whether the newer products fall under earlier PMTA records linked to Romo LLC, since inclusion in a state registry does not by itself show FDA marketing authorization. Pennsylvania began enforcing the directory on October 19, 2026, and the list contained 163 product records from seven manufacturers.
Pennsylvania’s electronic nicotine delivery system list became enforceable for sales on Oct. 19, 2026, and its Oct. 18 snapshot contained 163 product entries tied to seven companies. Four CrossBar 20K versions sat among 15 disposable items. Label information described 13 mL of liquid, 50 mg/mL nicotine, and up to 20,000 puffs.
The four flavors—Butterscotch Tobacco, Raspberry Wafer Tobacco, Blue Razz Ice Menthol, and Miami Mint Menthol—differ in scale from smaller sealed devices on the same list, including 0.9 mL NJOY DAILY, 1.8 mL Vuse Alto pods, and 0.7 mL JUUL pods. A place on the state list alone does not show FDA marketing permission.
The Pennsylvania listing could affect adult consumers and retailers by influencing which products appear available for sale, while manufacturers may face added uncertainty over documentation and authorization. Because a state registry entry may be mistaken for FDA clearance, clearer public explanation could help people understand product status. Enforcement may also shape market access for smaller brands and complicate compliance for distributors.
