Maine's Utility Regulators Pick Onshore Wind and Transmission Line for New England Grid

Maine's Public Utilities Commission has chosen a developer to build 800 megawatts of onshore wind in Aroostook County and another to construct a transmission line capable of carrying up to 1,200 megawatts to southern Maine and New England. Six hundred megawatts of the initial output are earmarked for Maine, with the project supported by four other New England states. The projects still need approvals, with power delivery expected in the early 2030s.
This procurement marks the second attempt after an earlier bid failed. The project involves collaboration among five New England states, with ratepayers in Vermont, Rhode Island, Connecticut, and Massachusetts helping fund the transmission line through utility bill charges, though two of those states declined to sign long-term power agreements for the new energy.
The selection process has drawn criticism over limited public disclosure. Remaining unknowns include the power price, the transmission line's exact route, and each state's cost share. Federal permitting under the Trump administration poses a significant hurdle given its record of blocking wind development. PUC Chair Phil Bartlett defended the commission's confidentiality practices, citing competitive concerns, and noted power delivery is expected in the early 2030s if approvals proceed.
This project could reshape New England's electricity landscape by reducing winter reliance on expensive gas-fired generation, potentially lowering consumer costs during peak demand months. The regional cost-sharing model may set a precedent for multi-state energy infrastructure, though ratepayers in states without direct power agreements could question their financial exposure. Rural communities along the transmission route may face land-use conflicts, while the project's success could influence whether other regions pursue similar cross-state renewable initiatives. Delays or cancellation could undermine confidence in large-scale wind development across the region.
