Maine Dam Removal Opens Path for Salmon, Yet Climate Threats Loom

A decades-old ice-control dam on Maine's Narraguagus River is being replaced with a nature-like fishway, allowing endangered Atlantic salmon and other migratory fish to reach upstream habitat. Conservationists have long worked to restore the river, but only about 25 wild adult salmon return annually. Even with the barrier removed, climate change poses ongoing challenges to the species' recovery.
The Narraguagus River stretches roughly 40 miles from downeast lakes to Cherryfield, where the dam had blocked migrating fish for more than six decades. The new stair-stepped fishway preserves the structure's original flood-control purpose while permitting passage for salmon, river herring, and shad. Construction began in June and is expected to finish by November.
The river's upper reaches remain largely wild and forested, offering shade and rocky nesting grounds that scientists consider prime spawning habitat. Yet the scale of the challenge is stark: while hundreds of thousands of salmon once returned to Maine annually, the entire state now sees roughly 1,000 each year, with just about two dozen reaching the Narraguagus.
This project's outcome could influence how other coastal communities approach dam removal and habitat restoration. If salmon return in meaningful numbers, it may validate decades of grassroots conservation work and encourage similar efforts elsewhere. However, climate change could undermine these gains, as warming waters and shifting ocean conditions affect salmon survival at sea. The result may shape public expectations about whether endangered species recovery is achievable, and at what cost, for communities balancing ecological goals with flood protection.
