Ontario Land Tribunal Approves Major Mixed-Use Overhaul of Mississauga Shopping Centre

A consortium of developers has won approval from the Ontario Land Tribunal to move forward with a nine-tower residential redevelopment of Erin Mills Town Centre in Mississauga. The project will transform 84 acres currently occupied by surface parking and commercial buildings into a mixed-use community featuring 3,162 housing units, public parks, and pedestrian connections over 10 to 15 years. The decision represents a key milestone for the $272-million acquisition completed in January 2023 by Pemberton Group, Metrus Properties, and other partners.
The Ontario Land Tribunal's approval represents a pivotal regulatory clearance for a five-phase transformation spanning the next decade-plus. The 84-acre property, acquired by a partnership of five major real estate firms from the Ontario Pension Board, had been largely underutilized with extensive surface parking and aging commercial structures. The redevelopment will reconfigure the site's density distribution, adjusting building heights while introducing new public amenities including a substantial park and street-level pedestrian infrastructure.
This project could meaningfully affect housing supply in the Greater Toronto Area by adding over 3,000 residential units to an already developed area, potentially easing affordability pressures through supply expansion. The phased approach may allow local infrastructure—transit, utilities, schools—to adapt incrementally rather than face sudden demand spikes. Retail and commercial displacement could create short-term local economic disruption, though the mixed-use design may generate new employment and foot traffic. The intensification of underused mall property could influence municipal policy toward similar conversions elsewhere in the region.
