Seoul to pull ambassador from Kyiv as POW disclosure row deepens

South Korea's Foreign Ministry announced on Oct. 8 that it is recalling Ambassador Park Hee-chang from Ukraine. The decision follows Seoul's demand for an apology after President Volodymyr Zelensky disclosed the transfer of two North Korean prisoners of war to South Korea during his U.N. speech, which Seoul says violated a confidentiality agreement. Kyiv has said no such agreement existed, and South Korea's president has threatened countermeasures while Ukraine's foreign minister has played down the dispute as a misunderstanding between diplomats.
Seoul’s foreign ministry said on Oct. 8 that it would call Ambassador Park Hee-chang back from Ukraine. The move follows a disagreement over Kyiv’s public mention of two North Korean prisoners of war being sent to South Korea, which Seoul says breached a confidentiality arrangement. President Volodymyr Zelensky made the disclosure in his Sept. 23 U.N. address.
Kyiv denies that any such agreement existed. South Korean President Lee Jae Myung has warned of countermeasures, while Ukraine’s foreign minister, Andrii Sybiha, has characterized the matter as a diplomatic misunderstanding. South Korea’s foreign minister, Cho Hyun, said on Oct. 6 that an apology had been offered but did not meet expectations. Ukraine reported capturing two North Korean soldiers in Russia’s Kursk Oblast in January 2025; thousands had been sent in 2024.

South Korean and Ukrainian publics may see the dispute as a test of trust, while officials could face pressure to clarify confidentiality claims. The two North Korean soldiers at the center may experience uncertainty over their transfer and legal status.
