Saudi Energy Ministry, IEF Sign Cooperation Deal; OSP Inks Clean Cooking Pact

Saudi Arabia's Ministry of Energy signed a memorandum of understanding with the International Energy Forum to expand energy-sector cooperation. The Oil Sustainability Program also signed an MoU with Sierra Leone's energy ministry and an agreement with a US foundation on clean cooking using LPG. The deals were announced during the 25th WPC Energy Congress in Riyadh and cover clean energy, climate mitigation, and circular carbon economy efforts.
The Saudi Energy Ministry and International Energy Forum formalized their memorandum during the 25th WPC Energy Congress in Riyadh. The event is part of Energy Week and runs through October 15. Prince Abdulaziz bin Salman attended, with Faisal Al-Mousa signing for the ministry and Jassim Al-Shirawi for the IEF. Their framework covers cleaner energy practices, climate mitigation, and the Circular Carbon Economy approach, including regional cooperation and outreach.
Separately, the Oil Sustainability Program reached two arrangements. One, with Sierra Leone’s energy ministry, focuses on sustainable energy access, renewable projects, transport fuels, and clean cooking expansion. The other, with the US Bettering Human Lives Foundation, targets LPG-based clean cooking. Signatories included Mohammed Al-Tayyar, Abdul Rahim Jalloh, and Anne Hyre.
The pacts may affect households in Sierra Leone by potentially widening access to cleaner cooking fuels and electricity, which could reduce indoor smoke exposure and ease daily fuel collection burdens. Saudi-IEF cooperation could shape regional energy dialogue and climate planning, influencing policymakers, investors, and communities tied to energy projects. The LPG and renewable elements may also create market opportunities, though outcomes depend on implementation, affordability, and local capacity.
