Dubai Restricts Leisure Boat Anchoring to Designated Coastal Zones

Dubai has introduced updated anchoring rules for private yachts and tourist boats, requiring them to use designated areas or marked mooring buoys. The guidance consolidates restrictions along popular coastal areas and expands no-anchoring zones to protect infrastructure and safety. Officials aim to manage growth in yachting and reduce congestion.
Dubai Maritime Authority released fresh guidance in early 2026 covering leisure anchoring and recreational buoys, adding to existing permit and inspection duties. Private and charter craft are steered toward mapped pockets and colour-marked buoys, with the Dubai Marine Map showing permitted stops near Bluewaters, Jumeirah Beach Residence and resort beaches.
Separately, 2025–2026 circulars created more places where dropping anchor is banned, including a permanent exclusion zone, to protect cables, pipelines, channels and artificial islands. Ports data recorded more foreign yachts visiting in 2023–2024, prompting officials to concentrate boats and simplify monitoring.
The changes could affect yacht owners, charter operators, tourists and coastal businesses by making stops more predictable but less spontaneous. Concentrating vessels may ease congestion and protect undersea infrastructure, while clearer zones could help emergency access and environmental oversight. Visitors may need extra route planning, and some may find fewer legal overnight spots. Overall, the rules may shift Dubai’s leisure boating toward managed, map-led use rather than open anchoring.
