Witkoff to bring revised Ukraine peace plan to Putin in Saint Petersburg

US negotiator Steve Witkoff is set to meet Vladimir Putin in Saint Petersburg after speaking with Volodymyr Zelensky in Oslo. According to Axios, Witkoff will bring a revised proposal aimed at ending the Ukraine war. Zelensky expressed gratitude for renewed American intelligence about Russian missile strikes.
Steve Witkoff arrived in Saint Petersburg, TASS reported, and was due to meet Vladimir Putin there. His stop followed Oslo talks with Volodymyr Zelensky, which US Secretary of State Marco Rubio called positive. Axios said Witkoff would carry a revised proposal for ending the war; Jared Kushner was expected to join virtually, and Russian envoy Kirill Dmitriev planned to meet Witkoff at the airport.
Zelensky thanked Washington for restoring intelligence warnings about Russian missile attacks, calling them important for civilians. Trump said he had asked Putin to free Stephen Hubbard, an American held in Russia. Trump also pressed Zelensky to make a deal, while Kyiv complained of withheld intelligence, delayed interceptors and slower Starshield service.
The meeting could affect civilians most directly: any diplomatic opening may reduce missile risks and improve winter conditions, while failure could prolong uncertainty over intelligence-sharing and air defenses. Families of prisoners and displaced communities may watch for signals about releases or de-escalation. Because the talks involve US, Ukrainian and Russian officials, their outcome may also shape public trust in how allies coordinate military support and communicate about sensitive intelligence.
