GRIDCO opens bidding for impact study of Upper Indravati floating solar and storage scheme

GRIDCO has launched a tender for experienced consultants to assess the environmental and social effects of a planned 225 MW floating solar and battery storage development at the Upper Indravati reservoir in Odisha, along with related evacuation and 220 kV transmission works. The scheme would add three 75 MW floating photovoltaic blocks and a battery system at the Padapaddar substation. The chosen firm must deliver impact and management plans meeting World Bank/IFC and Indian requirements, with bids due November 17, 2026.
GRIDCO's tender covers a study of environmental and social effects for a 225 MW floating solar and battery project at the Upper Indravati reservoir. The scheme comprises three 75 MW floating photovoltaic blocks and a battery system at the Padapaddar substation, plus evacuation and 220 kV transmission infrastructure. Consultants must also examine critical habitat, water quality, transformer oil-spill risk, and climate risk. Deliverables must align with World Bank/IFC standards and national/state rules.
Bidders need average annual consultancy turnover of at least Rs 50 million over three years, a Rs 100,000 bid security, and a Rs 250,000 performance security after award. Submissions close on November 17, 2026.
The assessment could shape how nearby communities experience the project, especially residents around the reservoir and transmission corridor who may face changes in water use, safety, access, or local livelihoods. Consultation and grievance processes may give affected groups a channel to raise concerns, while cleaner generation and storage could support more reliable power. Outcomes may depend on how carefully environmental, social, and health risks are managed.
