UnitedHealth Adds Executive Roles as Investors Weigh Medicaid and Optum Recovery

UnitedHealth named Jodee Kozlak as its first chief administrative officer effective September 28, two days after elevating Dan Kueter to chief commercial officer. Management expects Medicaid margins to trough in 2026 and Optum Health's margin to reach about 4% in 2027. Shares closed at $376.59 on September 25, up 14.1% in 2026 but about 18% below the intraday 52-week high.
UnitedHealth has created a chief administrative officer role, appointing Jodee Kozlak effective Sept. 28 to lead People, Real Estate, Procurement, and Corporate Security. Two days earlier, Dan Kueter was promoted to chief commercial officer. The stock closed Sept. 25 at $376.59, up 14.1% from the 2025 year-end close but roughly 18% below its intraday 52-week high.
Management expects Medicaid margins to bottom in 2026 and Optum Health’s margin to reach about 2% in 2026, 4% in 2027, and 6% in 2028. Third-quarter results are due Oct. 13, with analysts projecting adjusted EPS near $4.15, up about 42% year over year, on slightly lower revenue.
UnitedHealth’s Medicaid and Optum recovery, plus leadership changes, could affect patients, clinicians, and investors. If margins improve, the company may have more capacity for buybacks and cost automation, while benefit design, premiums, and provider payments could still shift. Medicare Advantage audits and star ratings may influence how seniors choose plans and how much extra benefits they receive. Employees and Medicaid beneficiaries could feel operational changes, though effects depend on regulatory decisions and third-quarter results.
