Pacifico Energy Gains Regulatory Approval for Major Vietnamese Offshore Wind Development
Pacifico Energy Vietnam obtained environmental and technical survey authorization for its Nam Trung Bo 3 offshore wind installation with a planned capacity of 1,300 megawatts in Lam Dong Province, with grid connection anticipated between 2031 and 2035. The company will conduct preliminary assessments before launching field investigations in 2027 to evaluate geotechnical, meteorological, and environmental conditions. This approval brings Pacifico's total Vietnam offshore wind pipeline to 1.8 gigawatts, following an earlier license awarded for a 500-megawatt project.
Pacifico Energy's Nam Trung Bo 3 project represents a significant expansion of the company's renewable energy footprint in Southeast Asia. The developer now maintains a combined offshore wind portfolio of 1.8 gigawatts across Vietnam following its earlier 500-megawatt authorization, positioning it as a substantial player in the nation's transition away from fossil fuels. The phased approach—beginning with desktop reviews before 2027 field work—allows the company to gather crucial data on wind patterns, seafloor geology, and marine ecosystems before final development decisions.
The company has already demonstrated operational capacity through its 30-megawatt onshore facility in the Mekong Delta, which commenced operations at the end of 2025 under a government-backed long-term power purchase agreement. This track record of execution supports investor confidence in Pacifico's ability to deliver larger, more complex offshore installations.
Large-scale offshore wind projects could materially affect Vietnam's electricity supply diversification and carbon emissions trajectory over the coming decade. Successful development may provide employment through construction and ongoing operations while potentially reducing energy import dependence. However, offshore installations may warrant careful environmental monitoring regarding marine ecosystems and fishing communities, whose interests warrant consideration alongside climate and energy security objectives.
