The chosen developer will build, own and operate the plants, secure grid-connectivity and net-metering approvals, and provide design, construction and 25-year maintenance under a power purchase agreement. Commissioning is required within 12 months of the PPA taking effect. Bidders need an earnest money deposit of Rs 3.312 million, a Rs 6,000 processing fee including GST, net worth of Rs 33.12 million and working capital of Rs 41.4 million or an equivalent credit line.
If built, the project could add small-scale solar capacity on public buildings, potentially lowering the municipal council's electricity purchases and exposing more Delhi residents to distributed generation. Local developers and maintenance firms may gain work, while nearby communities could see modest environmental and energy-cost benefits. Outcomes depend on bidding, installation quality, and how the 25-year contracts are managed.
