Telecom Layoffs Continue in 2026, but Labor Expenses Still Climb

Global telecom employment fell 2.1 percent year over year to 4.286 million in Q2 2026, while annualized labor cost per worker rose to $62,500. MTN Consulting found little correlation between headcount reductions and EBIT margin changes across 72 operators. Telefonica, Deutsche Telekom, BT, AT&T and Verizon are using different restructuring approaches as they invest in fiber, 5G and digital services.
Global telecom headcount slipped 2.1% year over year to 4.286 million in Q2 2026. Annualized labor spending reached $270.1 billion, or 14.3% of revenue, while per-worker cost rose 6.8% to $62,500.
MTN Consulting’s 72-operator review found no meaningful link between staffing cuts and EBIT margin shifts. Among 47 operators with fewer employees, 21 saw margins fall or stay flat. Telefonica, Deutsche Telekom, BT, AT&T and Verizon are pursuing varied restructuring paths.
Telecom workforce reductions may affect employees, families and local communities through job losses and severance, while remaining staff could face pressure to raise productivity. Customers might see service quality or pricing shift as operators redirect spending toward fiber, 5G and digital services. Because labor costs are still rising, operators may have less room for broad hiring or wage growth, even as some roles change.
