Moscow Expands Production of Budget Cruise Missile Variants to Strain Ukrainian Defenses

Russia is accelerating development and deployment of inexpensive jet-powered 'quasi-cruise' missiles such as the Banderol and Dan-T systems to supplement its conventional strike arsenal, according to an Institute for the Study of War report. These weapons, which offer increased speed and maneuverability, are straining Ukraine's already depleted air defense interceptor stocks when launched in coordinated mass attacks. Ukraine is working on countermeasures including faster interceptors and AI-enhanced air defense systems, though officials acknowledge these solutions require time to develop and deploy.
Russia has shifted toward developing lower-cost alternatives to traditional cruise missiles by adapting jet-powered designs. The Banderol system, manufactured domestically and powered by a Chinese turbine engine, can travel roughly 300 miles at relatively high speeds while carrying a substantial payload. Since entering production in 2025, it has appeared in dozens of strikes across multiple Ukrainian regions, with particular concentration in attacks on port facilities and civilian infrastructure.
Ukraine faces a strategic challenge in countering this weapons class because these systems combine characteristics of drones, missiles, and bombs, complicating defensive calculations. The coordinated deployment of these cheaper variants alongside other strike weapons forces air defense systems to exhaust their interceptor supplies more rapidly than anticipated, creating gaps in coverage that Russia may exploit.
The proliferation of budget cruise missile variants could shift the military balance by allowing Russia to conduct sustained strike campaigns while preserving stocks of more expensive precision weapons. Ukrainian defenders and their international supporters may need to reassess air defense priorities and procurement strategies. Civilian populations in strike-vulnerable areas could experience prolonged vulnerability during the period required for new defensive systems to be developed and deployed at scale.
